The ATR Institute team
consists of a variety of researchers,
educators, directors, students, project assistants, and
associates. Each person is an integral part of the success and
accomplishments of the ATR Institute.

School of Engineering/Department of Civil Engineering
The ATR
Institute (ATRI) staff provides support to UNM's Department of
Civil Engineering academic mission. The Institute's engineering
professionals serve as lecturers in the Department of Civil
Engineering, teaching classes and laboratories in Civil Engineering
Materials and Mechanics of Materials. ATRI technical staff
continue to assist in undergraduate teaching laboratories such as Construction
Materials, Soil Mechanics, and Mechanics of Materials.

| Geri
Knoebel, Senior Program Manager, has been with the ATR
Institute at the University of New Mexico for 15 years. Ms.
Knoebel is a senior researcher and the primary person responsible to
the Director for research operational planning and program
development. Ms. Knoebel's projects have included public policy
research in the areas of context sensitive design, community road
improvement projects, environmental assessment review, technical
assistance to community advisory groups and the development of rural
commuter choice programs for New Mexico. She headed up the first
context sensitive design project in New Mexico (Isleta Boulevard/Camino
Real Redevelopment Project) as a technical advisor from ATRI and member
of the Citizens Advisory Council (CAC) to the Bernalillo County Public
Works Department. Ms. Knoebel remains on the CAC and continues to
advise on phase two of the Isleta Boulevard Project, environmental
assessments and other transportation community redevelopment
issues.
Ms. Knoebel is responsible for the
administration of all
contracts and grants for the ATR Institute as well as the personnel,
financial, and office operations of the ATR Institute. Ms. Knoebel is a
former administrator, manager, and budget analyst in both that private
and non-for-profit sectors. She is a member of the American Society of Public
Administrators, the American
Planning
Association, and the National
Council of University Research Administrators. Ms. Knoebel has a
Bachelor of Arts Degree in Social Studies
with a concentration in Economics from Frostburg State College in
Maryland. She has a Master’s in Public Administration from the
University of New Mexico.

Nancy
Bennett, Program Manager, has extensive experience in managing
programs relating to web-based virtual libraries and web design
including the US Department of Energy’s Transportation Resource
Exchange Center (www.trex-center.org/).
Ms.
Bennett received her Bachelors of Fine Arts with a double-major in life
drawing and art history from Bowling Green State University in Ohio.
She went on to attend graduate school in Washington, D.C., studying
library science. While a graduate student, Nancy obtained an internship
with the U. S. Congressional Office of Technology Assessment and soon
after was promoted to librarian. Ms. Bennett moved to Albuquerque and
was hired as the manager of the US Department of Energy’s Public
Reading
Room. She joined the staff of the ATR Institute as an information
specialist in 1998 where she has worked as the project leader in the
development of theT-REX.

Freddie
de la Cruz,
Systems/Analyst II, recently joined ATR Institute. His current
projects
include the CRRAFT, the "Louisiana CRRAFT," and the Border Enforcement
project.

Giovanni
Migliaccio, Assistant Professor, joined the faculty at the
University of New Mexico in Fall 2007. He teaches courses in the UNM
Construction Engineering and Management program. He is a licensed
Professional
Engineer in Italy since 2000.
Dr. Migliaccio received his Ph.D. and M.S. in Civil Engineering from the
University of Texas at Austin. He is a recipient of the Richard and
Shirley
Tucker Endowed Scholarship at the University of Texas for achievements
in
Construction Engineering and Project Management. Dr. Migliaccio also
holds a master-level degree in Architectural Engineering from the
Politecnico di
Bari in Italy and has previous experience as a consulting engineer on
telecommunication projects with Nokia Networks, Nortel Networks and IPSE
2000.
Dr. Migliaccio's specific areas of interest include (1) the relationship
between management of infrastructure projects and their organizational,
environmental and social context, and (2) innovative procurement,
delivery
and financing practices for infrastructure projects. Additional
areas of
interest include: sustainable decision making in engineering and
construction; constructability; life-cycle cost analysis; building
energy
consumption analysis; facility operations and management; organizational
change; organizational learning and knowledge management; and
benchmarking of construction projects.

Ken
Martinez is
the Laboratory Supervisor for the Materials Research Center at the ATR
Institute. He has been working for the University of New Mexico for
over 18
years in the construction materials field. He has worked on a wide
range
of projects some of which are Alkali-Silica Reactivity in Concrete,
evaluations of Cold
In-situ Recycling, Geotechnical studies of soils and evaluations of
non-nuclear methods
for compaction control of highway subgrade materials, and data
acquisition of field
instrumentation for explosive testing.

Gordon
McKeen directs the Materials
Research Center
at the ATR Institute. He has directed construction materials,
geotechnical and pavement engineering research projects over the last
25 years. He currently serves on committees of the Transportation
Research Board (chairman, A2L06), the American Society for Testing
and Materials (Committee E17), and the Post-Tensioning Institute
(Slab-on-Ground Design Committee). He has served on the Planning
Committee for the University of New Mexico Paving and
Transportation Conference for over 20 years. Major projects
recently completed include evaluations of Cold
In-situ Recycling and Mitigation of Alkali-Silica Reactivity
in Concrete. Current contracts represent a wide variety of clients
including state agencies, national laboratories, and private
companies

Nancy
Folsom of
Pixel Dust Industries has been developing xBASE business information
application for both private and government customers since 1989. She
is also an
author, having written for Visual Studio Magazine, CoDe Magazine (EPS Publishing) NS virtual
Fox User Group Newsletter.
She wrote Debugging Visual FoxPro Applications. Her experience includes
the domains of accounting,
cost estimating, facilities management, point-of-sale, time and
billing, GIS interfaces, and search and
rescue among others, for both private and public sector customers
including the U.S. Department of Energy, U.S. Department of
Defense, NEC, and the Alliance for Transportation Research Institute.
Nancy has been a FoxPro
Microsoft Most Valuable Professional
since 1998.
