* Questions in the 1990 and 2000 censuses asked respondents to report their
income for the prior year, i.e., for 1989 and 1999, respectively. Therefore,
income and poverty data that were taken from the 1990 and 2000 censuses
refer to 1989 and 1999.

1/ The 1989 median and average income figures are adjusted for the effects of
inflation and restated in terms of 1999 dollars. The Consumer Price Index
(CPI-U-RS), created by the U.S. Bureau of Labor Statistics (BLS) and revised
annually, was used to determine the appropriate inflation factor. The revised
CPI-U-RS series, released in April 2002 by the BLS, shows that the index
value for 1989 was 187.0. For 1999 it was 242.7. The factor to adjust to
1999 constant dollars is 242.7/187.0 or 1.297861. The next revision is
planned for April 2003. As a result, the factors to adjust to constant dollars
will continue to change slightly over time.
