
7.12 Subject: APPROVAL OF CONSTRUCTION PROJECTS

Applicability
This policy applies to University construction projects.
Policy
Any plan for the addition of square footage, for construction of a new building or for any alteration, site improvement or major project exceeding $300,000 shall be submitted to the Board of Regents for approval of the project concept before any formal project planning begins.
In accordance with laws and regulations of the Commission on Higher Education and the Board of Finance as may be amended from time to time, the following construction projects shall be presented to the Board of Regents for approval prior to issuance of a request for bids:
This policy does not apply to purchase of equipment.
Implementation
The President may adopt administrative policies and procedures to implement this policy and provide for review and approval of all construction projects.

Expenditures for the construction of or additions to buildings or major projects including major remodeling must be approved by the Commission on Higher Education (CHE) and the State Board of Finance, per statute and regulations of the CHE and Board of Finance § 21-1-21 NMSA 1978.
