Cement witness post.
There was a series of these in a desert area in Texas. This one witnesses CD1009. Its design has nicely beveled edges and corners. The cement probably tolerates the salty desert better than wood, plastic, or even steel.

Two different type of Witness Posts at the same marker.
A wooden witness post with a metal post and sign attached. The sign has Portland Oregon listed on it (although this witness post was found in Corvallis Oregon - Home of Oregon State University).
This marks QE2003 benchmark.

UNITED STATES PUBLIC-LANDS SURVEYS
ART. 23-24 Witness Corners:

Where the true corner point falls within an unmeandered stream or lake,within a marsh,or in an unacceptable place,a witness corner is established (boundry monument -witness post 73) and others,preferably on one of the surveyed lines leading to the location of the regular corner,middle of garrison creek, according to the glo plat and ngs data sheet.

Also where the true point falls within the traveled road,a cross-marked stone is deposited below the road surface,and a witness corner is established in a suitable location outside the roadway.

The witness corner is placed on any one of the surveyed lines leading to a corner,if a suitable place within a distance of 10 chains(660 feet)is available;but if there is no secure place to be found on a surveyed line within the stated limiting distance,the witness corner may be located in any direction within a distance of 5 chains (330 feet).
