Since the youngest drivers historically have the highest accident rate, a system called graduated licensing has been developed to help drivers under age 18 develop their maximum potential for safe driving. Under this system, beginning drivers are licensed in three stages: Stage 1 Satisfactory completion of a driver's education course, and a supervised learner's period, driving with a licensed adult in the car. Stage 2 Intermediate license period with limited unsupervised driving. Stage 3 A full privilege license is available after satisfactory completion of the Intermediate License period. Completion of a certain number of supervised driving hours is mandatory. After satisfactory completion of the first two stages, full licensure is granted. |
