Richard Howell  
Richard Howell received his Ph.D. from the University of New Mexico in Special Education, an M.A. in Special Education from the University of New Mexico, and a B.S. in Psychology from the University of New Mexico.
Dr. Howell’s background is in Special Education and Instructional Systems Design, with an emphasis in the development of instructional systems for students with disabilities. Previously, Dr. Howell was Assistant Dean for Technology, College of Education at The Ohio State University where he served for 17 years as a professor and researcher. In this role, he was responsible for the infrastructure, technology innovation, and online initiatives in one of the largest Colleges of Education in the U.S. Dr. Howell’s current work is aimed at improving access, leadership, and instructional capacity in the areas of literacy, mathematics, and science to rural, and predominately minority, students throughout the state of New Mexico. He has been PI or Co-PI of twenty-three federal, foundation, and state grants; totaling over $10 million. In his current role as Associate Dean for Research, Dr. Howell is facilitating the development of dynamic research agendas by faculty of the College of Education.
