General Assembly

 

The GA meeting begins April 19th and continues on April 24 and 26 or until the session adopts a “Final Act.” 

 

Goal of the General Assembly Session

 

The General Assembly provides a forum for the presentation of policy recommendations with respect to a) insurgency; b) terrorism; c) counterinsurgency; d) international coordination. 

 

Procedure of the General Assembly

 

Participant groups in the General Assembly are charged with adopting recommendations to most effectively, efficiently, and equitably address insurgency and terrorism. 

 

Procedure:  Group teams have been formed representing important aspects of the problems.  The groups are:  1) Drug trafficking;

2)  Weapons trafficking; 3) Weapons of Mass Destruction;

4)  Strategy of Insurgency; 5) Strategy of Counterinsurgency;

6)  International Organizations; and 7) Ideology.  

 

The Secretary General of the Assembly convenes the meeting.  The Secretary General calls upon the various groups to present their policy proposals to the General Assembly, addressing the most important policy issues and policy initiatives.  Each group puts forward concrete proposals.  The proposals must include not only objectives but also proposed activities designed to achieve the objectives.  Given that it is assumed the activities will not be costless, the group should stipulate its preferences for expenditures in activities in all areas covered by the group teams.  This set of preferences will be tallied by the Secretary General. 

 

Following standard parliamentary procedure (Robert’s Rules of Order), the Secretary General shall call for a vote on the optimal formula for addressing future challenges. The proposal selected by the General Assembly is considered the winning proposal.  The group with the preference schedule closest to that of the winning proposal is the winning team.  Members of this team win extra credit for their efforts. 

 

The outcome of the deliberations will be discussed in the “debriefing session.”  In addition, questions relating to the General Assembly will be on the course final exam.
