A Short Biography... 
M
y educational background is interdisciplinary.  I received my B.S. in Mechanical Engineering with a specialization in energy systems from Oregon State University in 1984.  I continued my education in Mechanical Engineering at Oregon State, receiving a M.S. in 1987.  My interests in the development of renewable energy sources and environmental protection led my to pursue a Ph.D. in public policy focusing on energy and environmental policy.  I received my Ph.D. from the Graduate School of Urban Affairs and Public Policy in 1993 and continued my reseach as a Post-doctoral Research Associate at the Center for Energy and Environmental Policy of the University of Delaware for another year.

Between September and December 1990, I served as an In-sevice Trainee with the Commission of the European Community (now European Commission), conducting research at the Commission's Directorate-General for Energy in Brussels, Belgium.  The following fall (Sept.-Dec. 1991), I was a Visiting Scholar at the Centre for Planning, Strathclyde University, Glasgow, Scotland, where I continued my research on European energy policy.

From August 1994 through May 2002 I was on the faculty of the Department of Environmental Studies at Florida International University, first as Assistant and then as Associate Professor.  There, I taught courses in environmental and energy policy and continued my research on U.S. and international energy and environmental policies.  During this period, I continued my affiliation with the National Association for Science, Technology and Society, serving as Chair of the Science, Technology, and Public Policy Assembly from 1998 to 2001, and as President of the Association in 2001 and 2002.

Following a year-long sabbatical in Odessa, Ukraine, I accepted the position of Head of Renewable Energy Policy at the New Mexico Public Regulation Commission.  In the fall of 2004, I began teaching at the University of New Mexico as Associate Professor in The School of Public Administration, with a joint appointment in the Department of Political Science.
