Health and Community Services Council of Hawaii (a nonprofit health & welfare planning agency), Honolulu, 1972 - 78.

Associate Director (1976 - 78).  Directed staff and volunteers in developing state & local health & human service policies, provided technical assistance & consultation to state programs, human services agencies, & grassroots organizations to improve administrative capabilities & community interface activities.  Supervised health planning staff & public health field-training graduate students; developed, monitored & analyzed legislative strategies and agency grants; designed the first comprehensive inventory of health programs in the City & County of Honolulu.

Assistant Director (1975 - 76).  Mobilized citizen participation in the implementation of Public Law 93-641 (National Health Planning & Resources Development Act); supervised staff who organized five district planning councils in the City & County of Honolulu.  Provided technical assistance to the Legislature & State Health Department in developing state policies for health services; drafted state law & regulations on health planning (Act 152 - 76).  Directed the development of the Windward district component of the State Health Plan; staffed the Governor's Committee on P.L. 93 - 641.

Community Health Planner (1972 - 75).  Organized & staffed the first district comprehensive health planning council in the City & County of Honolulu (the Windward district--composed of multiethnic, rural, & urban communities) under Public Law 89 - 749, & designed the district's health planning program.  Trained volunteers & staffed neighborhood health committees, analyzed federal health projects & “certificate of need” applications; delivered legislative testimony & trained graduate students.

 

Hawaii State Department of Health, Honolulu, Office of Health Education, Public Health Educator, 1970 - 71.  Designed & implemented a venereal disease education program for the State, developed patient education programs for clinics, & organized support for health legislation.

East-West Center, University of Hawaii, Institute of Technical Interchange, Honolulu, Project Assistant, 1969.  Coordinated & supervised a training program for Taiwanese public health workers.
