Operations of Class-P Starbase

Purpose:

The Class-P Starbase design is intended to fullfill these objectives:

  1. Provide a minimal but permanent Starfleet presence in sectors which:
  2. Operate autonimously without Starfleet assistance for long periods of time
  3. Serve as a waystation between separated areas of higher Starfleet activity.

Personnel:

Class-P Starbases are small, with a proportionally small command structure. There are only six Starfleet officers assigned to the base for the long term, with normally between 5 and 30 additional Starfleet officers serving for periods from days to months, awaiting transfer or reassignment.

The six permanent Starfleet officers consist of a Commanding Officer, a First Officer and Cheif of Operations, a Security Chief, a Chief Engineering Officer, Chief Medical Officer, and a Chief Science Officer.

The Commanding Officer (CO) normally holds the rank of Lt. Cmdr. on a Class-P Starbase. The CO is responsible for leading the the Starfleet personnel on the base as the highest ranking officer, leading the civilian population of the base in a governor-like role, and acting as a representative between Starfleet and the people of the system in which the base is located.

The Chief of Operations, normally ranked Lieutenat (Sg), is charged with the day-to-day running of the Class-P Starbase, and also serves as First Officer (FO) to the CO.

The Security Chief (SC), normally ranked Lieutenant (Senior or Junior grade), is responsible for the security of the Class-P Starbase and its personnel. This includes checking the security of people and goods coming aboard the Starbase. The SC is assisted by a small number of Starfleet personnel and a civilian police force aboard the Starbase.

The Chief Engineering Officer (CEO), normally ranked Lieutenant (Senior or Junior grade), is responsible for the physical maintanence of the Class-P Starbase and assists with such matters for ships docked at the Starbase. The CEO is assisted by a small number of Starfleet personnel and a civilian maintanence service aboard the Starbase.

The Cheif Medical Officer (CMO), normally ranked Lieutenant (Senior or Junior grade), is responsible for the health of the personnel on the Class-P Starbase, and is in charge of both Sickbays. The CMO is assisted by a small number of Starfleet personnel and civilian medical personnel aboard the Starbase.

The Chief Science Officer (CSO), normally ranked Lieutenant (Senior or Junior grade), serves as an advisor to the CO on scientific matters on the Class-P Starbase for the system/sector in which it is located. The CSO is assisted by a small number of Starfleet personnel and any independent civilian researchers aboard the Starbase.

Non-commissioned crew, of which there are twenty long-term members, form the backbone of the Starfleet workforce on the Class-P Starbase.

The temporary Starfleet officer crew work uner the head of whichever department they are a member of during their brief tenure aboard the Class-P Starbase.
