Non-I2 traffic may exist on a campus to gigapop connection.
In some places there are no commercially available or financially feasible way to reach I2 campus to gigapop connection quality levels. Yet, in these cases I2 bandwidth and selectable QoS will not be available to the campuses until the problem is solved.
