A Short History

The higher economic education in the Republic of Kazakhstan was set up in 1932 when the educational and consulting branch of the All-Union Institute of Finance (Moscow) specializing in finance and credit was established in Almaty.

The demand for highly qualified economists increased rapidly therefore in 1949 at the Kazakh State University was opened the economic department.

During 14 years of its existence it had 10 graduations and prepared more than 3 thousand econsists for various branches of the national economy of the Republic.

Dynamic development of Kazakhstan economy needed highly qualified economists and in August 1963 on the basis of the economic department the Almaty Institute of National Economy was organized.

At the same time the economic departments were opened at the Polytechnic, Agricultural and other Institutes of Kazakhstan.

The Almaty Institute of National Economy became the leader of higher economic education in the Republic. The number of students increased from 375 in 1963 to more than 2 thousand in 70s and 80s. The teaching was conducted in full-time, part-time (evening) and extra-mural departments.

Essential assistance in training specialists at the part-time and extra-mural departments on the vast territory of the Republic was rendered by the local branches of the Institute in Aktubinsk, Shymkent, Tselinograd.Kaz1.h6.jpg (57733 bytes)

The training of scientific and pedagogical personnel has begun since the first year of the Institute foundation. The post-graduate courses were opened in 1964, many young teachers were also trained at the post-graduate courses in Moscow, Leningrad, Kiev, Novosibirsk, Sverdlovsk, Tashkent universities.

They often had probation at the universities of West Germany, the USA, France and other countries.

During this period 30 doctorate and 268 candidate theses have been defended at the Academy of Management. In 1991 the Almaty Institute of National Economy was reorganized into the Kazakh State Economic University.

To provide the developing market economy in Kazakhstan with specialists, to accelerate their full-scale international training and up-grading, to ensure scientific and methodological levels of education organization the President of the Republic of Kazakhstan in February, 1993 issued a decree for the reorganization of the
Kazakh State Economic University into the Kazakh State Academy of Management.

The  Purpose, Problems and the Mission

The Kazakh State Academy of Management conducts training and up-grading of management personnel, economists, experts and teachers in accordance with the international nomenclature of specialties. Being the main economic higher educational establishment of Kazakhstan, the Academy elaborates standard curricula and teaching programs, controls the working out and publishing of the new academic, methodical and scientific text-books in economics for Kazakhstan higher educational establishments.

KazSAM is one of the first CIS higher educational institutions that has adopted the European standards of education. New curricula were designed on their basis. Taking into consideration the specific features of the development of Kazakhstan the subjects correspond to their foreign analogues in timing and content.

This was promoted by the KazSAM top-management and teaching staff up-grading and probation in the USA, Japan, West European countries, at the courses and seminars of the World Bank, the Kazakhstan Institute of Management, Economics and Strategic Research under the President of the Republic of Kazakhstan (KIMEP), the Scottish Institute of Juror Accountants, Maastricht School of Management (the Netherlands) the EC TACIS project and other educational programs.

Strategy Development Center

This center was organized to make the requirements to the highly qualified KazSAM specialists adequate to the world standards.

The primary tasks of the center are: elaboration and coordination of strategic trends of KazSAM development taking into account the needs of the market economy, the curricula and course plans definition and examination, the use of internationally recognized standards of methods and teaching style in the Academy, the improvement of the quality of specialists training as well as the exchange of experience with other higher educational establishments of the republic. "The strategic plan of KazSAM development up to 2005" worked out by the center has the aim to create the modern and efficient organization structure, high quality of rendered services and deep integration with international scientific and academic community.

The center developed curricula for training specialists in Economy and Management in accordance with the world practice.

Today Strategy Development Center has become the leader in the introduction of internationally recognized educational programs, the economists and managers at state and private higher educational institutions are trained on the basis of the Academy curricula and programs. The Strategy Development Center is the coordinator of the highly qualified specialists training.

The prospects of the long-term KazSAM activity as a leading academic and scientific center of the republic in the field of economy and management are reflected in its strategic plan of development approved and accepted by experts and monitoring of European Community TACIS projects. It envisages the international recognition of Academy certificates, globalization of education, strengthening of the competitive positions of the Academy at the international market of education services.

To satisfy KazSAM education services for the people of our republic its regional centers have been established in Aktubinsk and Shymkent.

The Structure of the Academy

There are 4 academic scientific complexes at the Academy (Management and Marketing, Accounting and Economic Cybernetics, Finance and Credit, International Economic Relations), the Strategy Development Center, Computer Technologies Center, the International Business School, the Scientific-Research Institute of Finance-bank Management, the Center for Economic Researches the Labor Market Research Center, the Center of Marketing Researches, the Center of the State Language Study, the publishing house "Economica". The Almaty Bank college and Lyceum N24 are also the structural units of KazSAM.

The service center "Tang-Sholpan" that consists of 2 hotel-type dormitories and the dietary center has been set up to improve the process of learning, to study the mechanism of market relations at the Academy social infrastructure enterprises. The Academy also has an agricultural subsidiary farm. All these Academy units help to combine the process of teaching and students upbringing with their practical training, to strengthen and develop the material and technical base, to improve the social conditions of the Academy students and professors.

In the framework of the Kazakhstan general information program at KazSAM works the center of computer technologies (CCT). Its primary task is the introduction of the new information technologies into academic, scientific and management activity of the Academy.

The CCT center provides services in improving computer literacy. To teach the students the network technologies and to ensure the Academy subdivisions intercommunication a local computer network is created in the Academy. KazSAM is joined to the Internet.

Academic Methodological Association

The Academic Methodological Association of the Ministry of Education, Culture and Health Care of Kazakhstan in economic specialties at KazSAM directs the economic education in the country.

The Kazakh State Academy of Management is the leading higher educational economic institution of the Republic as well as the largest scientific center in the field of economy and management.

The multi-level economists training methodology "Training through researches" that includes coaching of students, masters, post-graduates and doctors on the basis and the results of scientific investigations is adopted at the Academy.

Post-Graduate and Doctorate Courses

The Academy status made it possible to develop post-graduate education programs: the master-course, post-graduate and doctorate courses in the system of multi-level education. To meet the requirements for specialists preparation in these scientific-educational programs according to the Scientists' Attestation department of the Republic of Kazakhstan Academy approval two dissertation boards (doctorate and candidate) in five specialties: "Economics and national economy management", "Finance, money circulation and credit", "Entrepreneurship economics", "Accounting and audit", "Business activity control and analysis", "Economic-mathematical methods" work at the Academy. Nowadays 46 masters, 259 post-graduates, 23 doctorate course students are trained. Ten teachers are being taught on the DBA international-doctorate
program according to the TACIS-project.

KazSAM fulfils the leading functions in the sphere of economic institution literature preparation and publishing. The "Economica" publishing house of KazSAM annually issues monographs, text-books, workbooks and other teaching materials. The scientific journal "KazSAM Herald" is issued at the Academy.

The scientists of the Academy make a valuable contribution to economics, create new theories, develop scientific concepts and methodological approaches on the market relations and economic reforms development problems in the Republic of Kazakhstan, participate in the process of law-making. At present they conduct large scientific work-outs on the development of the state economic policy and the economic growth, management and marketing, the fiscal system, the financial-credit policy, the international economic relations, the accounting and audit, the multi-structural agriculture economics and the development of the land-market, the economic and mathematical modeling of economics, functioning and management, etc.

The strategic task set before of the staff is the KazSAM transformation into the leading academic-research center of Kazakhstan in the area of management and economics, having competitive advantage in the domestic and international markets of scientific-technical output and in training economists.

The Academic Process

At present there are 3992 full-time students and 1470 correspondence students at KazSAM. The Academy of Management also gives an opportunity for training for a new profession specialists working in any sphere of business, for up-grading and retraining of people with higher education including the realization of their research interests to the Doctor of Economics scientific degree.

The Academic process includes lectures, practical classes, seminars, case-studies, role plays, academic and practical training, laboratory works, course and diploma papers.

In connection with changes of employee's' work in market conditions at different ownership forms enterprises the Academy students study business and entrepreneurship, macro-and microeconomics, marketing, management, banking, audit,etc.

Necessary conditions for achieving profound economic knowledge are created for the students of KazSAM.  It has 149 classrooms, including 18 computer classes, 4 language laboratories, 8 workshop-rooms. Some of the classrooms are equipped with TV and video devices that help to show audio and video material, large KazSAM classrooms have stereophonic amplifiers with radio-microphones and overhead projectors to use in the course of the lecture.

The Academy has unique possibilities for conducting workshops, conferences, international meetings,as it has the appropriate teaching staff and service personnel, two equipped conference-halls, classrooms and service infrastructure.

To ensure the process of education, to provide living conditions and meals for the students, magistrates and post-graduates KazSAM has 3 academic buildings, 3 dormitories for 1577 people, two canteens, a cafeteria and 4 buffets for 680 people. There is also the Cultural center that organizes students leisure, makes arrangements for different festivals and competitions.

KazSAM has a sanatorium "Molodezhnyi" for 80 people and the sport camp at Kapchagai where Academy' students and personnel can have a rest at reduced price and improve their health. There is also a stadium, a swimming-pool, 2 well-equipped gymnasium in the Academy.

Students and Academy personnel can work at 5 reading halls in academic buildings and dormitories for 400 people. The library fund runs to approximately 600 thousand books in Kazakh, Russian, English, German, French and other languages. The Academy library is equipped with electronic card index.

International Relations

The Academy international contacts are successfully developing. Today KazSAM is one of the leading academic scientific centers that plays an important part in multilateral international economic contacts with African,European, Asiatic-Pacific, Far and Middle East countries. The Academy activity in the field of international cooperation is aimed at the training of specialists and up-grading of the Academy scientific and pedagogic personnel abroad; higher education and economic research programs development; foreign students tutoring, the invitation of the outstanding foreign economists for lecturing and sharing work experience; strengthening of the Academy material and technical base due to international donor organizations technical, financial assistance. KazSAM maintains international ties in the framework of international programs and projects of European community, World Bank Economic Development Institute, Asiatic Development Bank, Soros Foundation, British Council, DAAD (German Academic Exchange Service), USIS (the US Information Service), USAID (the US Academy of International Development), "Japan-Eurasia countries" society, embassies, foreign countries representations.

About 50 foreign organizations and universities are the Academy partners in the realization of international projects and programs: Bremen Higher Economic School (Germany), Kentucky University (the USA), the Higher Commercial Institute of International Trade in Dunkerk (France) the Harvard Institute for the International Development (the USA), Bokkoni University (Italy), Maastricht School of Management (the Netherlands), Trier University (Germany).

One of the largest is the EC TACIS project (93 ED Kaz) "Strengthening of Training Capacity of KazSAM and three regional centers" that promotes the Academy educational process up-grading by improving academic plans bringing them closer to international standards according to the Kazakhstani legislation; increasing of links between different subjects, majors and languages teachers training abroad, preparing specialists on "Bachelor of Management" and "Bachelor of Economics" programs according to the west model of education. To follow this model KazSAM admitted 2 groups of 29 students in 1996, in 1997-94 students, in 1998 - 146 students. 6 teachers are trained in the master course program, 10 professors are taking the doctorate program of TACIS. At KazSAM TACIS conducted 28 scientific conferences and seminars. In the cooperation with the leading international institutes KazSAM fulfils a number of programs in training managers, teachers, bankers, businessmen of different spheres and levels, government officials and entrepreneurs. For example, in the partnership with the World Bank Economic Development Institute KazSAM takes part in 8 Academic and research programs. More than 30 workshops in 7 academic training programs were conducted together with World Bank. Besides KazSAM teachers and post graduates 1737 people participated from the regions of Kazakhstan.

By the results of selective tests 247 Academy teachers got the possibility to improve their qualification abroad at the world-known universities of the USA, Germany, France Turkey, Great Britain, Holland and Italy. The number of students that had studied abroad was in 1994-147, in 1996-120, in 1997-101, in 1998-112 including "Bolashak program students (26, 22 ,23, 22, 22 respectively) DAAD program 5,3,5,8,9, people. By winning grants of Soros Foundation and INTAS KazSAM professors successfully conduct join researches.

Foreign students, post-graduates and probationers study at the Academy of Management. Their number including CIS countries in 1997 was 70 people.

The Japanese language is being taught at the Academy for extending links with eastern regions within the framework of Cooperation agreement with the "Japan-Eurasia Countries" society. Today 60 students study the Japanese language, 2 students and 1 professor held their language preparation course in Japan.

Days of culture of different countries (China, Japan, Germany,etc.) are celebrated at the Academy.

To get acquainted with the culture of different countries the Chinese center of cultural and economic relations, the Resource center of accounting and audit of Great Britain "know-how" project, the Center of the English language and Business with output into Internet were set up at the Academy.

Foreign embassies and representative in Kazakhstan render their support to KazSAM in the development of international cooperation including technical and methodological assistance.

KazSAM students take an active part in the work of international students organizations. In the Academy there is an AISEC (international non-political and non-profitable organization uniting 90 countries) office and American students SIFE (students in free enterprise) movement club.

Students Life

Much attention in KazSAM is paid to the support of youth movement. "The Association for Kazakhstani youth support" with 10 regional branches has been set in the Academy. The American center of this Association was opened in San Francisco. The tasks of the Association are protection of rights, and rendering assistance to the young people in business, in getting education, in qualification and professionalism up-grading, in conducting of conferences, workshops, business plays on the youth problems, in the establishment of contacts and business ties, the exchange of work background with CIS and foreign countries. There is a Club of research-economists, the association training center with computer classes at the Academy. The Association patronizes Almaty N1 orphanage, conducts marketing researches and organizes contests for the best students scientific work.

The Trainee center for teaching high school-graduates and applicants on the entrance examinations programs works at the Academy.

The Teaching Staff


The KazSAM teaching staff is well-known due to its high professional qualification. Today 513 teachers work at the Academy among them 8 academicians and correspondent members, 33 doctors of sciences, professors, 178 candidates of sciences, associate professors.

Academy Graduates

For the past years KazSAM has prepared more than 50 000 highly qualified specialists. Academy graduates work at many departments of their alma-mater as well as in other higher educational establishments, institutes of the National Academy of Sciences and outside Kazakhstan. They work as the leaders in the Government, in industry, in financial bank and state institutions, in agriculture, in diplomatic and trade representations abroad, in international firms and economic organizations. The qualification of KazSAM professors and teachers, post-graduates and students was highly appreciated by the foreign universities professors. It means that principles and methods of teaching in KazSAM are coming closer to the world standards.
