Is this position in need of GIS support? Possible benefits of GIS analysis might include:

1) road, railroad and perhaps ski run network analysis, system loading and allocation
2) resource inventory of aggregates for construction and maintenance
3) assesor taxation information on the parcel level
4) tracking construction progress
5) slope stability and loading
6) vegetation mapping
7) geology mapping

etc. ...the list goes on. Perhaps some combination of the aforementioned data might help in planning for future growth and development.
