Is this position in need of GIS support? Possible benefits of GIS analysis might include:

1) network analysis, loading and allocation
2) natural resource inventory
4) pollution migration tracking
5) slope stability and loading
6) vegetation mapping
7) geology mapping

etc. ...the list goes on. Perhaps some combination of the aforementioned data might help in planning.
