The UNM Planning Council

The UNM Planning Council will be the central facilitating and coordinating body for the implementation, review, and maintenance of the UNM Strategic Plan and will also be responsible for making recommendations regarding the budget and tuition to the Executive Cabinet. The Planning Council’s members represent many of UNM’s constituencies. The purpose of the diverse membership is to provide multiple perspectives that cumulatively bring a “university-wide” outlook and is not to provide advocacy representation for the constituencies. The specific charge to the Planning Council to achieve this includes the following:

1. In consultation with the Executive Cabinet, the Faculty Senate, ASUNM, GPSA, and Staff Council, the Planning Council will establish a time-line for executing the tactics in the plan, as well as map the tactics across the appropriate organizations that will carry out the tactics. In the startup phase of implementing the plan, it is anticipated that priority will be given to those tactics that are among a set that can be implemented by the beginning of the next academic year, as well as those key “backbone” tactics that are required for other tactics to be implemented. The Planning Council will also facilitate and serve as a resource for the alignment of individual unit plans with the strategic plan.

2. For many of the tactics identified in 1, two or more organizations will be involved in execution. The role of the Planning Council will be to facilitate the cooperation and coordination among the relevant organizations.

3. The organizations assigned to execute tactics will be responsible for producing progress reports. The Planning Council will periodically review those progress reports and make appropriate recommendations. It is expected that the tactics selected for execution would be reflected in the work plans of deans and directors.

4. The Planning Council, in consultation with the Executive Cabinet, the Faculty Senate, ASUNM, GPSA, and Staff Council, will review tactics on an annual basis to determine which of the tactics have been implemented, ensure adequate progress for those in process, and select additional tactics for implementation.

5. The Planning Council, in consultation with the Executive Cabinet, the Faculty Senate, ASUNM, GPSA, and Staff Council, will conduct a biennial review of the plan for the purposes of adding new tactics as appropriate to each objective and make adjustments to the objectives and tactics as appropriate. The review will result in a formal evaluation of the report that will be made public. During this review process, the Environmental Scan will be updated so that the plan can also be evaluated in the context of the environment and modified as need to reflect any changes in the environment.

6. The Planning Council will initiate an intensive review to revisit the plan after an appropriate period of time (approximately every six years).

7. The Planning Council will facilitate the alignment of the UNM’s budget with the strategic plan on an annual basis.

8. The Planning Council, with input from its Budget Subcommittee, will consider recommendations on UNM’s proposed budget and tuition levels and will forward recommendations to the Executive Cabinet on an annual basis.
