TO    Members of the Environmental Scan Committee

SUBJECT Environmental scan

     Thank you for agreeing to serve on this important committee.  The work of this group is a prerequisite for the success of our strategic planning process.
 
    In this letter, we want to lay out the “charge” to the Committee—though “charge” may sound more directive than we intend.  Frankly, we would like to leave this charge sufficiently loose that the Committee can define the dimensions of the environment, drawing on the expertise of its members.  Accordingly, we would entertain your recommendations for modifying the composition of the committee.
 
     Having said that, the broad charge is clear.  We ask that you produce a short essay that presents your best collective judgment about the environment in which the University will exist in the next five to ten years.  We consider “environment” very broadly to include economic, business, demographic, political, cultural, ethnic, and other social considerations; we also consider developments in K-12 education and higher ed.  You should pay special attention to the funding environment in Washington and to the future of collaboration and support from industry.  The competitive environment in higher education is also important.  In short, what are the environmental constraints and opportunities that the University will face in the next decade or so.
 
    We anticipate an essay no more than twenty pages in length.  It should not include a lot of raw data; rather, it should be heavily processed, presenting conclusions.  The final section of the report should be on implications of the environmental analysis for UNM, perhaps in bullet form.  It would be helpful if you wish to append working papers and a set of references, but the Environmental Scan paper should be free-standing and accessible to lay readers.  It is highly likely to become an appendix to the Strategic Plan when it is published.
 
    The Environmental Scan will be a critical point of reference for all phases of the planning process that will be in full swing in the early fall.  We ask that you complete your work no later than mid-August, 2000.
